Can axes be plotted above traces?

I was wondering if there is any way to make axes appear above traces (by default they appear below).

I would like to do so because when plotting certain figures, such as contour plots (see example attached), the traces are visible lying above the axes. I guess that the standoff feature was indeed intended for this purpose but, sometimes, a tight frame just looks better.
