Igor Pro 8 on Windows Server 2008 R2

I am attempting to use Igor Pro 8 on Windows Server 2008 R2. The installation appears to execute without error, but when I run the EXE, Windows issues an error that MFPlat.dll is missing. Before I try to convince my IT SMEs to find the appropriate Microsoft package with the DLL, can someone tell me why Igor Pro 8 needs it? Are there other known dependencies that may be missing on Windows Server 2008 R2?

I don't know why it is required, but we've had two users report this problem and both have reported that following the advice at https://social.msdn.microsoft.com/Forums/en-US/befaf1e7-7bd1-4f17-88cc-… solved the problem.
We don't actually officially support Igor with any version of Windows Server, for what it's worth, but other than this issue I can't recall any other problems that users have reported.
