I started writing one. The trouble is that Origin changes their file format quite often. THere is a library out there which would've been able to import opj files pre-8, but didn't work with origin 8.
Origin does not publish their binary file format as far as I know. They have a library that can read their files (though Andy says it is outdated) but the license for this library forbids us from using it.

A good way to export data from Origin to Igor would be to use HDF5, but it does not seem that they export HDF5.
However it does appear that they export TDMS which Igor can import on Windows using the TDM XOP. This supports 1D data only.
They can also export in ASCII which Igor can load using Data->Load Waves->Load Waves.
